This book determines to explain the uniqueness of European construction: in effect, Europe has a new form of government that requires new tools of understanding. The important points of agreement which bridge the European states together - implementing the principle of subsidiarity, the same legal system and sharing their skills with each other - demonstrate their increasing adherence to democratic principles. Although communal governments symbolize a united future, we must at the same time, pursue competition and the maintenance of European solidarity.
