The French doctor has invented the right to interfere. He judged that suffering is the responsibility of everyone, not only the governments which shield, hide or cause it. Thus it was France which proposed the right of humanitarian assistance adopted by the United Nations. Today, intellectuals, politicians and jurists confront each other on this right to interfere.
